4/16/10          Hiring Previously Unemployed Workers? Keep a Record With the New W-11 for a Special Tax Credit

The IRS released a new form, the W-11, to help employers document hiring of previously unemployed workers for which they may claim a tax credit under the HIRE Act (P.L. 111-47). Qualified employees must certify by signed affidavit, under penalties of perjury, that the have not been employed for more than 40 hours during the 60-day period ending on the date they started employment. Employers that hire unemployed workers this year (after Feb. 3, 2010, and before Jan. 1, 2011) are exempted from paying the employer’s share of Social Security tax on wages paid to these workers after March 18. Employers must keep the W-11, or their version of the form on file, and make it available for review.
